  12. <p>   Preservation and development of the existing close economic
  13. ties between our states is vitally necessary for stabilizing
  14. the situation in the national economy and creating the
  15. foundations for economic revival.
  16. </p>
  17. <p>   The parties have agreed to the following:
  18. </p>
  19. <p>-- To carry out coordinated radical economic reforms aimed at
  20. creating feasible market mechanisms, transformation of property
  21. and ensuring the freedom of entrepreneurship;
  22. </p>
  23. <p>-- To abstain from any actions economically harmful to each
  24. other;
  25. </p>
  26. <p>-- To develop economic relations and mutual accounts on the
  27. basis of the existing currency unit--the ruble. To introduce
  28. national currencies on the basis of special agreements which
  29. will guarantee the preservation of the economic interests of
  30. the parties;
  31. </p>
  32. <p>-- To sign an interbank agreement aimed at curbing monetary
  33. emission, providing for the effective control over money supply
  34. and forming a system of mutual accounts;
  35. </p>
  36. <p>-- To conduct a coordinated policy of reducing the republics'
  37. budget deficits;
  38. </p>
  39. <p>-- To conduct policy of price liberalization and social
  40. protection;
  41. </p>
  42. <p>-- To undertake joint efforts aimed at providing for a single
  43. economic space;
  44. </p>
  45. <p>-- To coordinate external economic activities, customs policies
  46. and to provide for free transit;
  47. </p>
  48. <p>-- To regulate by special agreement the question of debt of the
  49. former U.S.S.R. enterprises;
  50. </p>
  51. <p>-- To coordinate in a period of ten days the amounts and
  52. procedure for financing of defense spending for 1992 and the
  53. expenditures for cleaning up the results of the Chernobyl
  54. nuclear disaster;
  55. </p>
  56. <p>-- To ask the Supreme Soviets of the Republics to take into
  57. account the necessity to coordinate the levels of sales taxes
  58. while forming tax policy;
  59. </p>
  60. <p>-- To help create joint-stock companies;
  61. </p>
  62. <p>-- To work out in December the mechanism for implementation of
  63. the inter-republican economic agreements.
  64. </p>
